Alan Nogy, Acting Lockmaster of the Charleroi Locks and Dam, provides a detailed explanation of the locking system employed on the US Army Corps of Engineers facilities. The Charleroi facility is part of the Lower Mon Project of improvements within the Port of Pittsburgh. Although Alan has a degree in education, like many employed in the working river community, he began his employment with the USACE as a summer position, the diversity of daily procedures and enjoyable environment eventually drew him to the Charleroi facility as his chosen occupation.
